Under the supervision of MOST, Tsinghua University, the top university in China, and Chinese Academy of Sciences will participate into the GeoCapacity research project. Both Tsinghua University and China Academy of Sciences has a strong background and capacity for the project research.

Ministry of Science and Technology (MOST) is a central government agency under the State Council, responsible for the nation's science and technology activities in China. The mission includes: to formulate macro-strategies of science and technology development as well as guidelines, policies, and regulations for the purpose of accelerating the development of economy and society by science and technology; to do research in and formulate policies and measures to strengthen basic research, high and new technology development; to reinforce the industrialisation of high and new technology, and the development and dissemination of applied technology; to do research in and put forward the guiding principles and policies on international science and technology cooperation and exchange; and etc. It has an executive office and 8 departments. The Department of Rural and Social Development is one of the departments, and the global climate change related issues are one of its focuses. MOST is the focal point of China for CSLF.
